However, before going into details, we would like to
examine what exactly commissioning is and what, how and when a programme is to
be commissioned.
COMMISSIONING PROCESS
It is a
strategic and robust framework that
supports the development and commissioning of content and ensures adherence to the policy of the broadcast station and the
schedule obligation for platforms or channels.
A successful program is a result of series of interrogation,
review, approval of the creative, financial and legal viability by the commission
body.
However,,
for a programme to have been successfully commissioned , it should pass through
three (3) major stages otherwise referred
to as the components of commissioning of production, which are
1.
Editorial component
2.
Production component
3.
Legal right
TVC AS A CASE
STUDY
Having spoken
with several personnel (editors, head
of programme, finance manager and other required
personnel)it has been deduced that basically TVC interms of house style
has no standard house style and this is because they produce variety of
programme and they use different style for the production of different
programmes.
In terms of the commissioning process, they generate
their programs in three ways, which are

EDITORIAL
COMPONENT
TVC being a prominent TV station has 3 main sources
of programmes, but two (2) will be
discussed based on this study.
i.
In-house
production
These are programmes produced using in house
material, resources and personnel to control programmes and avoid dumping foreign content on the audience.
And also, in TVC, some of the personnel write
script, i.e. get stories, editorial, features using the TV studio and equipment for the production of such programme. However before these script can be
visualized, it has to go through the editor
in chief to check for error and
ensure conformity with house style.
ii.
Programmes from
external producers (independent producers)
These
producers purchase airtime from the
station (TVC) to air their programmes, but before such programmes can be aired,
it has to go through a quality check, which implies the producer sending a
preview copy to the station to check for: AIR WORTHY: This is mostly handled by
the quality control department, and they look out for the video cut, audio cut,
and the messages it is carrying. Furthermore, a programme is said to be air
worthy not only if the content is properly checked but they also check out for
the broadcasters and presenter dress sense in conformity with the programme and
stations house style.
Note: The running time for a 30min programme on TVC is
26min including adverts, and for every 30min programmer only 6mins worth advertisement
i.e. in every 1hour programme is 12 min advertisement.
2.
Production component.
The major function of a radio or TV station is News
Function, TVC gathers, present and monitor news internally and this is to avoid
bias, but in some cases, where they are directly linked to network stations ,they
can also get their news from their network stations or affiliates and other
external and impartial sources.
Their production process
is divided into 3:
i.
Pre-
production ii,. Production iii. Post-production
i.
Pre-production: They do more of research
here, i.e. they get to know their target audience and what their competitor
is offering and suitable presenters. And in rare cases, they have to book studio for
some programmes or outdoor production.
ii.
Budget:
They prepare budget for actual cost,props and work within the budget
iii.
Production:
for the production of their programme they generate fund through selling of
airtimes for advertisement.
3.
Legal Right:
The Legal department ensure that component of the content meets the
regulatory body requirement.
Legal right and other law proceedings are handled in
TVC by their inhouse
lawyer and external solicitors.
Footages: in cases where
they buy or use certain contents that
is not theirs, they give proper attribution to the sources (Logos, name
of material, address, email etc).
And sometimes they sign deal with certain companies that
gives them materials.
Ø
In terms of musical video, they pay bulk fee
to Copy Right Society of Nigeria (COSON) annually which will help distribute to the artite
which songs were played.
Ø
They also pay a
percentage of their profit to National Broadcasting Commission (NBC) annually.
SCHEDULING
The content and audience would determine when to fix such programes e.g. Children programme are fixed 4-5pm that is assumed
to have been back from school and adult 9-10PM when the children are asleep.
NOTE: Television continental is entertainment driven and
that is why most of their programme have entertainment slants in it i.e. more
of soap operas, music video and less documentaries and news.
NOTE: PUBLIC AFFAIRS BROADCASTAING
Although, PAP are no subjected to commercialization but
in TVC there is what they call EYEBALLS
i.e. viewership in order to satisfy a particular section of their viewers and
attract adverts for other programmes and this is because all programmes are not
meant for commercialization
NOTE
TVC however, is not just about commercialization but
to inform, educative, entertainment and serve other social responsibility by also
reflecting political, economic, social
and cultural values of the society.
